In 2006, major changes to the Building Regulations and supporting Approved Documents came into force. The aim of these changes is to reduce carbon emissions from buildings and implement the EU's Energy Performance of Buildings Directive.

The Part L "Conservation of Fuel and Power" Approved Document demands stricter energy targets for all buildings, and make airtightness testing mandatory. The Part F "Means of Ventilation" Approved Document ensures that the mantra "Build tight, ventilate right" is followed.
