Understanding Part L and the Energy Performance of Buildings Directive

In 2002, the EU issued the Energy Performance of Buildings Directive (EPBD), with the aim of reducing CO2 emissions. Member states were required to pass their own legislation and were given deadlines.
 
In England & Wales, implementation started in 2006, when Part L of the Building Regulations was revamped to reduce energy consumption in new buildings and major renovations. Energy Performance Certificates were phased in during 2007 and 2008, followed by inspections of air conditioning systems.
 
These provisions will be strengthened through a recast of EPBD, and a consultation was recently run on changes to Part L for 2010.
