Understanding Part L and Part F of the Building Regulations

Part L of the Building Regulations covers "Conservation of Fuel and Power". It applies to new buildings and certain types of work in existing buildings, and exists to enforce minimum standards of energy efficiency. Part F covers "Means of Ventilation" and is in place to maintain good standards of indoor air quality.

Part L is upgraded more frequently than any other part of the Building Regulations. Revised Building Regulations and Approved Documents changed in April 2010, and came into force from October 2010.

  • Understanding Part L and Part F will provide:
  • A basic understanding of Building Regulations 
  • An appreciation of how Parts L and F apply to different types of building work 
  • An appreciation of the changes that took place in 2010 Regulations and Approved Documents. 
  • An understanding of the differences between the 2006 and 2010 Regulations and Approved Documents 
  • An understanding of Energy Performance Certificates, Display Energy Certificates and Air Conditioning Inspections 
  • An awareness of other sources of information

Aims

To provide an overview of Part L of the Building Regulations and supporting guidance, and of how the EPBD has been implemented in the UK.

Who

This course is designed for professionals in the building industry: Building owners, facilities managers, designers, building control assessors and equipment manufacturers.

Content and timings

Delegates will learn about:

  • The regulatory framework
  • Approved Document L1A: Conservation of fuel and power in new dwellings
  • Approved Document L1B: Conservation of fuel and power in existing dwellings
  • Approved Document L2A: Conservation of fuel and power in new buildings other than dwellings
  • Approved Document L2B: Conservation of fuel and power in existing buildings other than dwellings
  • Energy Performance Certificates and Display Energy Certificates 
  • Air conditioning inspections

Registration and coffee will be at 0900. The course will start at 0930 and finish at 1630.

Delegates are provided with a copy of all the slides presented and a BSRIA CPD certificate.

Lecturers

David Bleicher
David has a background in building services design, with experience of mechanical and electrical design both in the UK and in the USA. He joined BSRIA in 2005 and has worked on research projects, design reviews and he also leads the BSRIA training programme. Read David's full profile.

Andrew Geens
Andrew is formerly Professor of Building Services Engineering at the University of Glamorgan and now Head of Certification at CIBSE Certification. His interests are in indoor air quality, energy efficiency and low energy design in buildings.
